The establishment of the YBA Yeshivat Hesder in Akko was initiated by a call for help from the leadership of the city. Never before in modern Israel's history has a city been in imminent danger of losing its Jewish majority . The municipality wished to establish a Hesder yeshiva to serve as an anchor that would encourage the Jewish population to remain in Akko and preserve the city's Jewish majority.

Yeshivat Ruach Tzfonit has already become an integral part of Akko's Jewish culture. The new campus will greatly augment the Yeshiva's ability to influence the Jewish character of the city. The yeshiva will be able to offer its Dining Hall as a venue of local bar-mitzvahs, brit milahs, weddings and other family functions. With a larger Beit Midrash, the surrounding community will be invited to participate in special holiday prayer services and events, such as Yom Ha'atzmaut celebrations. 

One of the campus buildings has been designated to serve as a community center, the "Merhavya Educational Outreach Center." with the purpose of strengthening the Jewish formal and informal education in Akko and the area, and to enhance the general public's awareness and appreciation of Akko's Jewish history and heritage. The midrasha was founded on 2007 and operates educational activities meant to fortify the Jewish identity of school children and adults in Akko and the surrounding area. The staff is based on the students of the Yeshivat Hesder and external professional counselors. The building of the Merhavya Educational Outreach Center will serve as a permanent home for the midrasha and allow it to enlarge the scope of its activities.
